El an\u00e1lisis de las cuentas p\u00fablicas plantea interrogantes sobre el verdadero destino de estos fondos.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Una provincia con super\u00e1vit y alta liquidez<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Seg\u00fan el informe oficial \u00abCuenta de Inversi\u00f3n\u00bb, el Estado provincial acumul\u00f3 $453.126 millones en inversiones financieras al finalizar el a\u00f1o 2025. Esta cifra representa tres veces el monto del pr\u00e9stamo solicitado.<br>Adem\u00e1s, de acuerdo con datos publicados en la web oficial del Ministerio de Hacienda de Jujuy, durante el primer trimestre de 2026 la provincia obtuvo un super\u00e1vit financiero de $129.516 millones y contaba con $156.608 millones en efectivo disponible.<br>Por su parte, los ingresos por coparticipaci\u00f3n federal y recaudaci\u00f3n provincial, si bien no muestran holgura, tampoco evidencian un colapso. La coparticipaci\u00f3n cae frente a la inflaci\u00f3n, pero sin derrumbarse. En junio ingresaron $182.391 millones por este concepto, un 25% m\u00e1s que el promedio de los primeros cuatro meses del a\u00f1o. En mayo, cuando se liquida el impuesto a las ganancias y se produce un aumento estacional, la cifra alcanz\u00f3 los $215.669 millones.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">El interrogante central: \u00bfpor qu\u00e9 endeudarse?<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Frente a este panorama financiero, surge la pregunta clave: \u00bfpor qu\u00e9 el gobierno de Jujuy, sin enfrentar una urgencia de fondos l\u00edquidos, solicita un pr\u00e9stamo a Naci\u00f3n de $150.000 millones pagando intereses del 15% anual?<br>El comunicado oficial, en palabras del ministro Cardozo, sostiene:<br>\u00abEl adelanto solicitado es de 150 mil millones de pesos, aproximadamente el equivalente a la n\u00f3mina salarial de la provincia. Se trata de un adelanto de coparticipaci\u00f3n con intereses, que ser\u00e1 reintegrado dentro del mismo per\u00edodo. Esto nos permitir\u00e1 contar con mayor liquidez para sostener la ejecuci\u00f3n de obras, garantizar el pago de salarios y aguinaldo y atender compromisos que hoy afronta la Provincia\u00bb.<br>Sin embargo, el anuncio no detalla:<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Qu\u00e9 obras espec\u00edficas se financiar\u00e1n<br>Qu\u00e9 compromisos se atender\u00e1n<br>Cu\u00e1nto se destinar\u00e1 a cada rubro<br>Reiteramos, \u00bfPor qu\u00e9 endeudarse y pagar intereses cuando hay fondos acumulados que triplican el pr\u00e9stamo solicitado?<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Uso electoral y ajuste encubierto<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Los fondos solicitados, por su monto y considerando que no existe urgencia de liquidez demostrable, sugieren un destino orientado a medidas coyunturales propias de movimientos preelectorales de un gobierno en situaci\u00f3n pol\u00edtica compleja.<br>Desde un an\u00e1lisis estrictamente financiero-fiscal, Jujuy est\u00e1 ingresando al c\u00edrculo vicioso del ajuste que Naci\u00f3n descarga sobre las provincias. La coparticipaci\u00f3n y recaudaci\u00f3n provincial no levantan vuelo debido al recorte del consumo (con salarios e ingresos populares a la baja). Sobre esta base, pese a contar con recursos propios, se busca liquidez adicional pagando intereses al mismo gobierno nacional que implementa el ajuste.<br>El programa fiscal de Naci\u00f3n y Provincias, m\u00e1s all\u00e1 de eventuales cortocircuitos, confluye en un mismo objetivo: garantizar el super\u00e1vit fiscal que exige el FMI como principal acreedor del pa\u00eds.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Desafiar el ajuste y el saqueo<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Este cuadro contrasta dram\u00e1ticamente con el flujo de riqueza sin precedentes que genera la actividad del litio en la provincia. Solo en el primer trimestre del a\u00f1o, las empresas mineras obtuvieron una ganancia bruta equivalente a 14 veces la recaudaci\u00f3n total de regal\u00edas de toda la miner\u00eda juje\u00f1a.
